-
research and testing on construction materials
-
Specifications, Quality controls at all stages, Soils investigations, Preparation of tender documents and construction of road structures.
What kind of studies did you do to get such a job?
I was graduated with a Diploma of Civil Engineering in 1964 (I was then a student in The Ecole Spéciale des Travaux Publics in Paris).
After that, I had specific trainings: one focused on techniques Overseas and an other training in the Laboratory of Public Works in Tel Aviv.
I began to work after all of those trainings as an Engineer in charge of quality control in Ceratec Paris, for few months, then in a Regional Laboratory of the French Ministry of Public Works in Strasbourg, for 12 years.
You spent a lot of time abroad during your career. In which countries did you go?
My first experience abroad began in 1978 in Philipinnes. I was then employed as a chief Materials Engineer to work on a road project. To be more accurate, I worked on the construction of 150 km of road in the Province of Oriental Mindoro.
I spent a lot of time in Asia after this first assignement: in Philippines, where I worked during a total of 6 years; for my first assignment there, but also in Korea, then Indonesia, to come back (after 11 years in High Speed Trains projects in Europe), to the Philippines (mountainous road project), then to Aceh (Indonesia), in the aftermath of the tsunami of December 2004, requiring reconstruction of infrastructures..
I also spent, more recently, 17 months in Madagsacr for the construction of 70 km of road in Fort-Dauphin. I was there as a Team Leader and as a Chief of Mission of Control.
What was your longest mission abroad?
The longest mission I had was the one I worked for between October 1993 and August 2000: I was then Chief of Mission for Technical Assistance for the Belgian Railways Company and TUC Rail.
I thus worked for 7 years on the High Speed Train Project (which would link the french border to Brussels, and Brussels to Liege and the german border).
As a chief of mission, I was responsible for monitoring all of the Quality Control Activities (Materials, Earthworks, Quick Lime treated soils, slope protections, Concrete and Drainage Works).
I was also responsible for Tehnical assistance of all civil works and for the Management of training sessions for Supervision Staff.
And what is your current mission? In which country?
I am presently, and since April 2009 on a multi-roads project, in Indonesia, as Senior Quality Pavement Materials Specialist. This Project concerns the Construction and/or improvement of 20 road sections of 10 to 30 km each, located in different islands of Indonesia: Bali, Sulawesi, Kalimantan, Flores, Sumbawa. My mission consists of inspecting periodically the different construction sites, and bring to the site supervision staff, local administration and contractors, advices on improving the quality required by contract.
Why have you decided to call for Expatmanagement? Since when?
I joined Expatmanagement in February2008, after retiring, to continue an already long carrier in the road design and supervision of works. I was decided simply by the impossibility for me to cut this carrier, while my physical condition was still allowing me to continue and to share my experience.

A quel poste?

For this mission, I had to take the different audit results made by ALGERAC (Algerian Committee for Accreditation) into account and to make proposals to improve the Quality Management Manual and the different Standard Operatives Procedures. I was also in charge of the control of the different CACQE laboratories in Alger, Constantine, Ouargla and Oran. Indeed, I have specific qualifications to assess laboratories for future accreditation and to assess food testing laboratories in compliance with the ISO/IEC 17025 standard.
I have also worked many times in Serbia in 2010 and 2011: as a laboratory Equipment expert, I had to prepare tender documents and to verify supplies for the National Reference Laboratories Directorate. I also gave advises for the laying out of the future NRL, according to the ISO/IEC 17025 standard.
What kind of studies did you do to get such a job?
After getting my Doctorate in Physical Chemistry in 1973, I got an expertise in Sworn Chemistry. I was graduated from COFRAC Paris: in 1994 as a Technical Expert and in 2003 as a Technical Header in Sweet Products and Fruit Juices Analyses. I complete my qualificatiosn with a training as Fat Product Analyst at ITERG (French Fat Products Institute) Bordeaux
You had many missions abroad during your career. Could you tell us more about those missions?
My first mission abroad was in Morocco in 2003 where I intervened as an Analytical Expert in the Audit of COSUMAR testing laboratory (sugar refinery). Then I spent a month in Slovenia for the Assessment of the laboratory for the sustainability of its COFRAC accreditation. I also worked in Tunisia and Serbia. And my longest mission was in Jordan, from January 2007 to February 2008: I worked in Laboratories Division Head as a Food Laboratory Manager. I was then responsible for initializing the work on an analytical testing laboratory to be fully equipped and staffed and to become the first Food and Environmental laboratory in the Region.
